M&J’s decision to open an office in Connecticut in 2020 was deliberate: We wanted to be closer to the communities we serve while gaining access to the local, talented workforce. Despite being faced with unprecedented world events, we were steadfast in our commitment to our vision, which was born out of the entrepreneurial spirit of M&J’s founders. In less than three decades, our firm has grown from two individuals to over 300, with offices thoughtfully positioned in the communities we empower. The Connecticut office parallels that path.

Jamil Miranda, P.E., Senior Vice President | New England Regional Manager
Jamil is an unwavering advocate for M&J’s collective success, demonstrating a steadfast commitment to both client satisfaction and the prosperity of his team. As Senior Vice President, Jamil has spearheaded our firm's expansion across the New England Region, aligning his strategic efforts with M&J’s overarching business goals. Our achievements are a direct result of the exceptional talent he has curated within our team.
A practicing professional engineer with licenses held in Connecticut and New York, Jamil has over two decades of design and construction management experience on projects ranging in size, scope, and complexity. He has applied his depth of knowledge to provide exceptional service to our public and private clients in disciplines including site/civil, transportation, and wastewater engineering. In addition to his role as New England Regional Manager, Jamil serves as Secretary of the Connecticut Chapter of the Construction Management Association of America (CMAA).
Stacey Epps, Vice President | Bridge & Highway Lead
Stacey has dedicated the majority of his professional career to the Connecticut Department of Transportation (CTDOT), amassing nearly three decades of expertise in fixed and moveable bridge, railroad, heavy highway, and civil construction. Leading project teams, he consistently surpasses client expectations through his collaborative approach and team-oriented mindset. Unfazed by challenges, Stacey relies on his own expertise and the collective insight of his team to develop practical solutions that align with project objectives.
In his capacity as M&J’s Vice President of the New England Bridge & Highway Division, Stacey's extensive experience in corridor programs, concrete works, microtunneling, utility relocation and construction, pile driving, and deep drainage has established him as a leading specialist in the field.
Vlad Kaminsky, P.E. | Construction Lead
Vlad's innate ability to foresee potential challenges and effectively communicate with diverse stakeholders makes him a proficient project team leader. His unwavering work ethic, meticulous attention to detail, and natural problem-solving skills consistently enhance his team's performance, resulting in exceptional project outcomes. His deep skillset is rooted in hands-on experience at the Connecticut Department of Transportation (CTDOT), where he successfully managed multi-disciplinary teams and intricate construction projects for more than 30 years.
Drawing from his extensive background in construction, he possesses a valuable perspective, enabling him to conduct thorough constructability reviews, analyze schedules, and guide teams to success amidst seemingly insurmountable obstacles. This experience is put into practice in his role as Construction Lead.
Lynn DiGiovanni | Municipal Services Lead
Lynn is the dynamic force powering M&J’s success in Connecticut’s municipal market. With a talent for results-oriented project management and engaging public outreach, her impact on our project teams is unparalleled. Drawing from her hands-on experience navigating the needs of both public and private clients, Lynn not only fosters collaboration, but also shapes our team's marketing strategies. At the core of her efforts lies deep-seated compassion, driving her mission to enhance the safety and functionality of infrastructure while prioritizing the well-being of local communities. Lynn's infectious enthusiasm and heartfelt commitment add significant value to the investments made by our clients.
With boundless energy, she has actively contributed to the economic development of Connecitcut’s communities in varying roles over the past several years. In addition to her role as 2nd Vice President on the Executive Board of the Connecticut Economic Development Association (CEDAS), Lynn serves as Director of Communications for the Connecticut Chapter of the Construction Management Association of America (CMAA).
Erich Kunst, CCM | Railroad Lead
With a proven track record of overseeing multi-million dollar railroad signal and infrastructure capital improvement projects, Erich solidifies his role as M&J’s Railroad Lead. His extensive experience in project management, design, and QA/QC serves as a driving force behind successful collaborative ventures, ensuring the achievement of shared objectives and the timely, high-quality completion of projects. Erich's project portfolio includes leadership roles in managing CE&I project teams for the implementation of Positive Train Control (PTC) and railroad signal systems, as well as major highway and bridge construction. Additionally, he brings expertise in the design and installation of mechanical systems within facility and industrial settings, honed through his extensive tenure with the Connecticut Department of Transportation (CTDOT).
Michael LeBlanc, BO, CCM | Buildings & Facilities Lead
Mike's dedication to his work mirrors his passion for marathon and trail running, evident in his unwavering commitment to executing projects with precision. With three decades of experience navigating numerous Connecticut Department of Transportation (CTDOT) and CTAirport Authority projects, he possesses an innate understanding of clients' immediate needs and long-term goals. His extensive technical prowess spans diverse sectors including airports, offices, buses, railroads, and utilities, with notable expertise in electric vehicle charging and motor fuel station initiatives. Blending roles as a designer, construction project engineer, and building code enforcement manager, Mike assumes the pivotal position of M&J’s Buildings & Facilities Lead, ensuring seamless project integration.
Beyond his professional achievements, Mike's perspective is enriched by over a decade of service on South Windsor’s Planning & Zoning Commission. This hands-on involvement sharpens his insights into regulatory landscapes and community dynamics, bolstering his project delivery capabilities. Additionally, his licensure as a Building and Fire Code Official underscores his commitment to upholding safety standards and regulatory compliance.
Alexis Guerra | Marketing Specialist
Alexis leverages her strategic creativity and exceptional ability to elevate M&J's brand recognition within the AEC industry. She possesses a unique talent for articulating abstract concepts through both written content and captivating visuals.
Flourishing in environments dictated by deadlines, Alexis's agility in adapting to evolving priorities within our dynamic firm has been invaluable. Her understanding and expertise have been enriched through astute observations of technical staff, and are evident in the quality of materials she produces. Colin Kelly, P.E. | Civil Design Lead
With a wealth of experience as a municipal engineer spanning decades, Colin expertly brings public utility through tailored solutions. He transforms visionary concepts into concrete outcomes that capture the essence of his clients' overarching goals. His skillful designs tackle technical challenges within regulatory frameworks while thoughtfully engaging placemaking strategies. His dedication to his craft emanates from a sincere desire to enhance the well-being of the communities he supports.
His areas of design expertise include in-fill sidewalks, site circulation, ADA Compliance, drainage and stormwater, multi-use paths, and grant administration. Above all, Colin’s insight into municipal project delivery and experience with multi-agency coordination empowers our ability to provide custom solutions.
